Following thing you have to keep in mind before joining the college:
1. In my time Study was good and we had a few good lecturers and professors. I heard that most of them have left the college.
2.Placement is very poor in the college.In my batch except one girl no one got placed. That too through off campus.
3.But i must say that now all my batch mate are well established. If you have good knowledge then you can survive though you have to struggle initially.

Although, both the colleges are decent but if we compare the two at National level Thapar Engineering College is ranked higher. Frankly speaking as there is no neutral public ranking for the Engineering colleges in India so, giving any specific information would not be possible and if we go by private ranking some rank R.V. College higher and others Thapar University, so I would suggest you to vist both the institutes and talk to few of the current batch students and Faculty members as well as try and get the contact numbers of few of the alumnae, this will give you clear view of both the institutes which will help you in ta

I would request you to mention which CET you have taken secondly, if possible mention your rank rather than score as in most of Institutes the selection is made on the basis of rank and not on the basis of marks.
