B.Sc Agriculture has it's curriculum to cover majority of the areas of Agricultural Sciences including Horticulture. The curriculum of B.Sc Horticulture is somewhat more specific and focuses on fruit, vegetable and ornamental crops only. Future prospects of both are good and you might get ample number of opportunities in the same. So, it depend on the preference of your interest accordingly the course can be chosen.

According to the Council of Scientific & Industrial Research, 16th June 2019 is the date for CSIR NET June 2019 as of now. The application process for it was closed on 22 March 2019. As per the council the admit cards will be available from 1st week of June 2019. In case you could not fill the form for June Exam or cannot give the exam for some reason, you can appear in Dec 2019 session of CSIR NET exam. Few days back I came across a very nice blog which consisted all the notifications related to CSIR NET exam.
