yes you can appear in IIT JAM for doing MCA in IIT roorkee.
Qualification is
Bachelor’s degree with Mathematics as a
subject for at least one year for annual system
candidates/ at least two papers of Mathematics
for semester system candidates
Online Application Process closes on 23 Oct 2012 (18:00 hrs) & Sale of Offline Applications closes on 20th October 2012

In order to pursue MS from Germany, you have to give IELTS/TOEFL and GRE as per the University requirement. It will be difficult to give you the exact GRE score required, as requirement of score depends from course to course. Though GRE average 300-320+ and TOEFL 85-90+ is usually preferred.
For more details, it is advisable to refer to the university website as the eligibility varies from university to university.
