BBA (Hons) - 4 Yrs & BBA (General) - 3 Yrs are basically Graduation programs of universities. Syllabus and curriculum wise Hons. is better. Placements wise Corporate would go for Hons Course if there's an option between two inline with better choice.

Any time during your Engineering you can start preparing for the CIVIL services examination, because the syllabus is wast as well as it is different from your regular academics.
Ideally it is fine if you start preparing it in the third year of your Engineering. so as you will get sufficient time for the preparation.
All the best
