I am afraid that you have passed the maximum age limit for the UPSC exam and hence would not be able to appear in exam meant for becomming IPS. Te next best option for you to attain high position is to do MBA and improve in some special & relevant skills which are mandatory for the organization in which you are working.

Hi,
Now a days almost all the banks offer education loan to students, to pursue their education in India or Abroad.
The banks offer maximum loan of Rs 10 Lac for education in India and Rs 20 Lac for education abroad.
The repayment period vary from 5-7 years.
The bank do not ask for any collateral security up to the amount of Rs4 lac, but if the amount exceeds Rs 4 lac then the bank will ask for collateral security.
The repayment of the loan amount starts after 6 months of completion of course or after 6 months of getting job, which ever is earlier.

You'll need to have two years of industrial experience to be eligible for the same. Moreover, 50% in 12this also a MUST to be eligible for the same. If you fulfill the eligibility criteria then you're eligible to do Diploma in export-import. For that you're have to go through the interview(admission procedure).

15 years of education,with good academic record, preferably 60% plus in graduation.
Relevant undergraduate degree from recognized university.
2-3 years of full time work experience after graduation.
GMAT score of 500-600 plus.
IELTS score of 6-7 bands plus.
Universities in UK, have 2 admission intake in a year, namely:
Fall (August) intake.
Spring (January) intake.

Both US and Canada are good country to pursue higher studies, US has more number of world class universities as compare to Canada.
