Government college is always better than a private college, but if you already have taken admission in private college, then you can pursue it from that college. At the end, you should have knowledge. It doesn't matter from where you study.

If you have done MBA from a recognized university then you can seek admission in USA universities for Ph.D in subjects related to management. If you have done PGDM you may have to check with targeted USA university where you want to do MBA whether they accept PGDM equivalent to MBA.
