Hi,
To qualify for admission in a good university in USA, you have to fulfill the following criteria:
1) Score atleast 75% and above in the last 2 years of study of your UG degree.
2) Take the GRE and score above 1400 atleast(old format)
3) Take the TOEFL and score above 90 atleast
4) SOP and LOR's also play a very important role in the admission process
Expenses involved depend from university to university and location to location. On an average, you can expect the fees to be somewhere in between 50,000-80,000 USD including living expenses.

Hi Mohd. Ajaz Khan,
To become an IPS officer the minimum requirement is to write and qualify UPSC exams. To be eligible for the exam one requires to be a minimum of graduate degree holder and maximum age not exceeding 30 years.
The written exam of IPS is carried out in two phases- CSAT and Main exam.
CSAT consist of two papers i.e. General Studies paper and the General Aptitude Paper (replacing the optional subject).
General Aptitude Paper will observe ones aptitude towards a mix of sections like verbal reasoning, numeric reasoning, abstract, data interpretation, spatial reasoning etc.
