Let me explain you the difference between AICTE and UGC, Although, both the Educational councils are there for promotion of professional institutions and providing grants to various institutions, they look after the integrated development of education and maintain educational standards but, UGC has the authority to provide MBA (as in Masters level degree) and UGC give recognition to a University whereas AICTE can only give approval for a Postgraduate Diploma programme and that too only to the Institutions. AICTE approval can either be given to an Institute or a particular course of an Institute.

This is not true, I'm afraid. See, yes, the subjects of the +1,+2 matches to the diploma in many ways, but you can not get the +2 certificate from diploma. After doing the +2 via LEET you get to the 2nd year of diploma. CHEERS!

No, it is not possible to pursue MS from a good university without taking the GRE and TOEFL. IELTS can be replaced in place of TOEFL but it is very much mandatory for you to take the GRE.
