Well it is not advisable for you at this stage to pursue Bachelors from Germany, as you have to go for a 1 -1.5 year bridging course or you have to give an entrance exam conducted by the German university or you have to complete 1 year Bachelors in India.
So, as a friend, I would advice you to complete your bachelors in India and then pursue your masters from Germany.
But as you have asked, I would like to say that as mentioned above, there few institutes offering Bachelors in Automobile in Germany. However, there are few universities that are offering a course related to Automobile engineering and allied are:

As per the norms and policies of session 2011- 2012, there is a process of mapping and you need to send transcripts of subjects and syllabus studied till date with Rs. 2000 DD in the favour of Lovely Professional University payable at Jalandhar, and further will be sent to the concerned department for the equivalence purpose. In UPSC their are two stages that you need to clear- CSAT and main exam. The minimum requirement is graduation from a recognized university and the eligibility age is from 21-30yrs. For your preparation I would suggest you to first join a good coaching center so that you have the relevant study material to start your preparation. Now lets come to the most important part that is self study which is very essential as UPSC exams are not easy to crack and to crack the exam you really have to prioritize your time. For self study you can start with reading newspapers and books related to current affairs and Gk, if you want you can refer to Manorama Year book which is one good book for GK and current affairs.

There is no authentic source available in Animation for Best Institutes. All available options are known by perception and output quality/ placements. Apart from NID, IIT-IDC, Powai there are few private institutes, who offer University programs in Animation as study centre for distance learning
Before going into the field do ensure that you are suited for Animation. Animation is creative and highly demanding career. You must possess creative thinking, patience and passion to make it big in this field. Best way to search for your right choice is to survey on your own parameters with best available options and decide by self-research and perception.
