Hi Mithun,
To pursue PhD you need to first prepare your research proposal and send it to the university. The research proposal must include a summary of the proposal and then the proposal in detail. You need to write the topic, reason for doing research, how the research will be beneficial to the community and the university, what is the different thing you are doing that hasn't been undertaken earlier. Also, include how you will progress during the research and the duration you might need to achieve the milestones you have set. If the university accepts your proposal you will be asked to send in your documents after which you will get

If you are talking about B Tech , there is not much difference between both these course. Earlier many universities started offering Electronics but later changed the name to Electronics and Communication, the syllabus has been modified to include recent trends like Mobile, Satellite Communication, Fiber Optic Communication etc later on when syllabi were upgraded. Now very few Indian universities offer B Tech Electronics, but they do offer B Tech Electronics and Communication as well as Applied Electronics and Instrumentation. Again I feel this question has been asked many times previously.

In this answer I emphasized more on photography but as I mentioned that Director of Photography is related to the person who manages the Camera be it still or video. I would like to say that even a cinematographer is often considered as a DOP. But this is not the case always as the director of photography is responsible for the look and feel of a piece on film.
