Yes if a person wants to move from Operational Department to Supporting Department MBA will add lot of value to the profile and can look for internal movement in the company.
Internal movement does happen in an organisation but it differs from one company to the other. You need to cross check with your organisation.
If you have good experience, you can go for Executive MBA as it has more value then Distance MBA programme with a specialization according to your profile.

Yes you can give the improvement exam next year as it depends upon the passing year in 12th. If one is preparing for improvement exam so failing should not be an option he/she must work to get the best out of it and secure the maximum marks.
