Chances are there but limited. The universities you have mentioned expect GRE scores above 1000 atleast. If you get admission with this score, well and good enough, else i would advise you to retake your GRE, target a score above 1200, and apply to much better universities as your GPA is pretty impressive.

In Abroad you can go for MS program however You cannot apply in USA as GRE and TOEFL is must , similarly in Germany most of the universities ask for GRE score also if program taught in english then TOEFL is must. However in UK you only need to give IELTS/ TOEFL test to prove your english proficiency .
Scholarships are available in all the countries however it depends on the merit basis.
In Germany for scholarships kindly contact the DAAD .

hello Jagmeet Singh250 since you have done B-tech in CSE have you first tried applying for a job in this field, If not do try to give it a try to gain enough experience in this field itself. For a career in testing or web development the chances are gr8 but in the end it all depends on how much experience you can gain in these fields only that would make a difference for growth opportunities, Do think on all these factors and then decide on the next step.
