Yes, it is equal to MBA. but through this iploma you can apply for private ssector jobs. Govt. sector companies only take MBA Graduate.

It would not be possible to pursue your education in Canada in merely 15 lakhs. There isn't any Age limit as such to pursue but this may depend and vary from one institute to another but in most of the institutes the maximum limit to apply for a particular course is 25 years.
