Hi Rukmini, the West Bengal School Service Commission came in effect in 1997 for the recruitment purposes of the assistant teachers / headmasters, etc in recognized non-government aided schools in West Bengal. For recruitment, I would suggest you to either go through the local newspapers from West Bengal or contact the commission personally for detailed help.

For phd the basic qualification is Post graduation,
The percentage requires differs from univ to univ. some univ take entrance tests.
some univ counts previous experience also.

No, one need not write all the modules. If you write one module, you get the certificate stating your expertise in that domain.
Try figuring out relevant modules first and write those only. For example, a person can write capital and derivative markets module to become a dealer.
