Dear Harry,
You need a minimum of 65% or equivalent in your class 12th and an IELTS score of 6.5 overall with no band less than 6 for the majority of the universities. However, there are a few which will accept overall 6 with no band less than 5.5.

You may email them and find out if they can consider your current TOEFL score. Every program in every university falls under a different faculty, hence please visit the websites for details.

On the website of your university, there is a student profile login option there. Login there and select student services, on that select college options and then follow the instruction that follows. After than ask your college principal or dean if they allow you or not to change the college. If they agree to provide you a no objection certificate, you are done here. Take your NOC and move to the college that you wish to take admission in. All the best.
