An institute can only be considered best when it fulfills all the basic requirements which a student demands. This includes standard education, accreditation of a college, curriculum , infrastructure as well as placements which is most important for a student. Being a student before applying in any colleges you must take into consideration all these factors.

Dear Suraj, first you need to specify the course you are interested in then only it can be told which college/ university is having less than 4 lacs fee.
But to begin with you can check the websites of Lovely Professional University, Sikkim Manipal University, Amity University etc. These are some of the universities that are offering scholarships thus bringing the fee under 4 lacs.
Good luck.
