You can, but it's not the most common route. Getting admission for 11th and 12th abroad is difficult and very expensive. It is better you complete your basic education in India and apply abroad only after you qualify.

CSE VS ECE? Both are good. CSE is having good placement than ECE of course. And moreover easy curriculum than ECE. But if you want job in PSU or even if you love electronics, go for ECE. It's also a very good field. You will have two options software companies and Core companies. You can go both way. ECE students are taught some CS subjects. And you can even learn by yourself. It's upto you what you prefer. If you love coding go for CSE, if you love electronics and coding both go for ECE. Good luck.

Well, till class 12th, you may have read certain subjects which might arouse your interest, so choose your field wisely, don't get influenced by what other says, as your relatives say to pursue engineering so only in case you have interest otherwise you won't be able to get best out of you. Hi Goal,
An expert committee of the UGC had recommended that students enrolled in a regular degree course should be allowed to pursue an additional degree simultaneously under open or distance education mode from the same or different university. So, you can do B.Ed from regular and MA from IGNOU at same time. Yes, you can display the degree in a government job.
