but what i feel it is better to do MBA in full time rather than in distance.(as u r from engineering background its better to do in full time).

If you are to enter into the administration domain for Windows Server, then you need not go through the above mentioned CCNA / RHCE etc. As RHCE is for pure Linux Administration and CCNA basically for Cisco's router's and other Hardware management.
For sure, you should do MCSE MCITP and that should suffice. Also there are separate courses for Windows Server Administration currently offered that include modules like:

Securing Windows Server
Patch Management Implementation

Yes, you can apply for a BBA program even if you are from Arts background. The Eligibility criteria to get admission in BBA program in almost all the Institutes is HSC in any faculty with 50% aggregate Marks.
