There is a school which is known as Central Institute of English and Foreign Languages which is located in hyderabad and is also having its own deemed university. It focuses on English which is said to be the best in the country. You can do it after your 12th Grade only with an entrance exam too. www.efluniversity.ac.in is the website where you can know more about the School.

In Germany for UG courses you must have 10+2 education since you have done diploma in computer science then on the basis of your credits university will grant you the admission else not .tuition fees vary university to university however most of the german universities are funded by the government so fees is very nominal charged like 500 Euro / semester.You may try in these universities for computer science program:- RWTH Aachen University , Chemnitz University of Technology , Freiberg University of Mining and Technology , University of Giessen , Hamburg University of Applied Sciences , University of Konstanz , Munich Univ
