Hi Dear,
Since the medium of instruction in the international degree programmes is mainly english,you are not expected to have German language skills.Instead a proof of proficiency in english ,like IELTSor TOEFL,is often required.Neverthless the basic knowledge of german language will help u to interact with german students an to find a job.So in any case,knowledge of German language is a strong plus point for a job.

My dear friend Doing CCNA is very as recognized by the industry as Network Engineer. I would like to mention one more thing without knowing about the local area networking will it be wise to take wide area networking knowledge? LAN depends upon any Operating System. RHCE is 100% practical training as well as Examination. CCNa is 70% Theory and 30% Practical and examination is Optional based. MCSE is also Theory and Practical based but exam is Optional based

My dear friend nothing is impossible. Life is also very tough it doesn't mean that we r not living. If there is a will then there are the ways. First u decide whether u wanted to do or not. Once u said yes then don't look back go ahead. very bright career is looking ahead. I would like to suggest u that RHCE is much more better option now a days cos Linux is being used in most of the servers and most of the Network applications runs on Linux servers now a days. RHCE+CCNA and MCSE will be the ultimate option for u.
