No, you cannot. However if you apply to Annamalai or Madurai Kamraj University, you will get admission in3rd year but the problem is that you have to give paper for 1st year. second year and 3rd year together which will be very tough. Instead you should re-appear for your second year exam

Admission in top universities requires alot of hard work. If you want to make it to the universities that you have mentioned, you would need atleast 85% and above in class 12th, atleast 2000+ in the SAT(2000 being the minimum score), and 103+ in the TOEFL. If you can fulfill the above mentioned requirement, you do stand a chance of getting admission in one of the universities that you have mentioned.

More than 90% of the universities demand a 4 year degree. You would have a few universities to apply to but all of them would not be very good universities. You have 2 possible solutions:
1) Either pursue a post graduate diploma in finance or accounting and then apply in 2012 or
2) Target universities in UK. With the kind of percentage you have, you can definitely target universities top universities in UK like LSE, Warwick, Imperial College etc.

There is no such advantage of doing twin programs however it depends on the institute if they have tie ups with the foreign universities for such facilities. Also by this way you get the international exposure and learning.
