Hi Madhavan, Indian Administrative Services (IAS) preparation requires the right approach along with the right study materials and strategy.
As you already know your weaker area which is like half battle already won, I would advice you to start preparing for IAS exam at least 12 months in advance for prelims as well as mains. Doing so you have a good chance of cracking the IAS in the first two attempts itself. Routinize or schedule your day effectively. Always keep the syllabus and past five years questions papers for effective preparation. This way you may keep a track of your progress.

US does not recognize a dental degree from India. The person must complete DDS from USA and be licensed through one of the boards (eastern, california, etc.) to be able to practice .Colleges which offer Advanced Standing Program (DDS/DMD) to foreign trained dentists require at least NDEB Part I. Most of the dental schools which offer this program require at least 83%.Foreign dental students can get into the Advanced Placement program of DDS wherein they join in the 2nd year of the program.
Typically, yearly expenses are in the range of US $ 80,000 to one lakh dollar. So, a two year program will cost US $1,60,000 to US $200,000.

Or you can yourself buy IELTS Cambridge books (8 in number) because these are the best to refer. All of them have CD's attached to it which would serve beneficial for you.
Assuming that your major concern is Listening, I can suggest you to watch English movies, making sure, first that the video should consist of written transcriptions so that you can understand word by word and secondly, you should sit with headset so as to avoid any hurdle in the process of clear audibility.
