You should focus on C because it will give you basic knowledge of programming and also learn pointers in C as it will give in depth knowledge of how computer program play around memory references. After you are done with basics of C, then move ahead to learn Java. Learning Java will be helpful while developing Apps. Android is completely in Java. So if you're going to develop APP in future definitely your choice of programming language should be JAVA.

It really depends on what kind of app you are planning to make, be it native / web based / android / iOS / windows. All these are developed using different technologies. Since you are in college, I believe you have enough time to learn some other technologies on your own. Just C may or may not be enough to develop an app for you.

I think if u want to do govt. job so b.tech is very good. if u are doing b.tech in mechanical;civil or electrical then in this branches many govt. job are available and many govt. bank have engineers work in banking sectors. so b.tech is good. if u will do b.com then u will need to go for MBA.because only b.com have no value. but u know well engineering have so much value. so go for b.tech if u are interest in it.

You can get PR easily in both these countries after living more than 2 years but more than that Canada gives 3 years work permit and New Zealand gives only 1 year of work permit after doing diploma. So, Canada would be more convenient if you really want to stay there.
