If you want to apply for the program then as a international student it's recommended to have min IELTS 6.0 bands in order to get shortlist for any program above 6.0 bands is always beneficial.

You can try MS in Mechanical in these German universities :-
1. University of Applied Sciences Esslingen,
2. University of Siegen,
3. RWTH Aachen University,
4. Ravensburg-Weingarten University of Applied Sciences,
5. University of Duisburg-Essen etc.
To get an admission into the MS in Mechanical program you should have a bachelors degree in mechanical stream or equivalent. Also for international students TOEFL and GRE is required.You will get a checklist of the required documents after completing the online application.

Let me answer your second query first, CWA is a specialised program which is related to Cost Accounting it would give you a good career in finance & accountaing but if you are looking for a career in Management then you should opt for MBA.
Coming to your first question Distance Learning MBA is just to gain theoratical knowledge & has a little or I should say no value in the Job Market.
