As far as my Knowledge goes there is no such ruling passed by Osmania University. However, India with such huge number of Colleges & Universities, there may be some private Institutes which may take you in MBA program but then they will have a criteria or a minimum time limit with in which you will have to clear your backlog otherwise your admission would stand void & your fee would be forfieted, But how much value such Institutes will have, for that you are a better judge.

Take your study seriously at first as running after money can hamper your study,if u really want to make name and earn money in this field then make your basics clear on the subject,I'm telling this as after pursing course from an institute and having work experience of 6 years,why u r pursuing bca as the employer will obviously ask u this.So study bca sincerely and then sit for on or off campus interviews.

Some of the good universities providing masters in genetic engineering are: Clemson University http://www.grad.clemson.edu/programs/Genetics/, Iowa State University of Science and Technology Ames(http://www.genetics.iastate.edu/), University of Connecticut (http://genetics.uconn.edu/gsicourseworkrequirements.html), The University of Iowa Iowa(http://genetics.grad.uiowa.edu/).
All of the universities mentioned above provide scholarships. There is no seperate application to apply for scholarships. Request for applying for scholarship is mentioned in the admissions application.

CAT as we all know is one of the most competitive admission tests in the country and is conducted for the PG Level Management courses. To get in a good college through CAT you would require to score really well and post which require to qualify GD / PI as well.
