Germany is a good option for higher studies, the thing that attracts students is the low cost of living and the tuition fee waiver at government universities, the basic requirement is IELTS with band above 7 for various government universities, you can see specific cut-offs on this site itself.

According to me, the admission in any college of engineering is not done only on the basis of your 12th board marks. One of the criteria for admission is that you should have at least 50% in board and the other one how much do you score in JEE-Mains or in MHT CET. So, you have to have a decent score in one of the two.
