Engineering and Law are entirely two different fields and has no similarity to one another. Opting from either of the two courses would entirely depend on your area of interest. If you are good in your Physics and Maths, then you can definitely opt for the Engineering. However, the minimum percentage required to apply for the various engineering entrances is 60% in your 12th.
As for Law is concerned, There are many good institutes for this purpose and to get admission, one requires to qualify an entrance test like CLAT and other institute specific entrances.

To be able to write the I.E.S exam i.e Indian Engineering Services, The minimum education qualification required is to have obtained a degree in Engineering from a University incorporated by an Act of the Central or State Legislature in India or other Educational Institutions established by an Act of Parliament or declared to be deemed as Universities under Section 3 of the University Grants Commission Act, 1956.
So if you have a proper engineering degree, you definitely stand eligible to apply for the IES exams.

The reason being that IIM is a big brand and an education from there can not only fetch you a good job but also be helpful in future (for further education or job switching).
Another reason being that the quality of learning you get there (in terms of fellow students, alumni and the faculty) is definitely better that Tier 2/3 colleges.
Also, just in case you cannot make it to the older IIMs, you can also get into the newer IIMs or other private colleges (e.g. SP-Jain, MDI-G, JBIMS, NMIMS, etc.),
