1) It totally depends on you whether you should pursue a mtech course or a MBA course. If you want to stick to the technology front, then go for MS, but if you want to shift your career to the management side specifically if you want to start something of your own, go for MBA. Job prospects as well as salary would be much better in MBA.
2) If you are planning to apply for Fall 2013, then you can take the GMAT/GRE by August 2012, if you are planning for Fall 2014, then you can take it by August 2013 and so on. Basically, you should take the test anytime before 1 year of the commencement month of the program.
