Getting a Canadian visa for studying in Canada is not dependent on your scores in different eligibility examinations. However, as a matter of fact, these examinations are indeed important but from the perspective of getting admission in an institution. Once you get the admission then based on this admission letter, the Canadian embassy in India will issue the relevant visa for your stay in that country. So, getting admission is a must for getting a visa and it's not the other way round.

Students from any stream can apply for UCEED exam. It is generally conducted in January every year. Only the Guwahati campus has some specific requirements.

Yes, you can opt for HR instead of Marketing, but you'll be able to get a good job only if you have expertise in it. So, prepare well.

I am afraid that I could not trace the institution that you are intending to take admission. The only institution with the same name I could find was for Management courses after a student has graduated. I am attaching a link of this just for information. According to your percentile and rank, you can get admission in many NITs and IIIs. Some of them are following.
1. NIT Agartala, cse
2.NIT Arunanchal Pradesh, Electrical, Mechanical
3.NIT Mizoram, CSE
4.NIT Silchar, Civil
5.NIT Manipur, CSE
6.NIT Meghalaya, CSE
There are many more college, where you can get admission. But try to do better in next exam.
