Well Most of the German Universities offer the Masters program in English.
As you are interested in aerospace or aircraft engineering, some of the Universities are:
Technical University of Munich (University):
Advanced Construction and Building Technology - Automation, Robotics, Services
Technical University of Munich (University):
Master of Science degree in Aerospace Engineering
Technical University of Munich (University):
Master of Science in Earth-Oriented Space Science and Technology (ESPACE)
FH Aachen - University of Applied Sciences:
Aerospace Engineering
As education in Germany is Government funded, you might have to give a minimal fee of 140-500 euros.
For admissions you might have to give GRE, IELTS, TOEFL or any other exam as required by the university.
For more details on education in Germany, I would request you to visit the nearest DAAD office. DAAD is officially authorized to provide information about education in Germany and have offices in major cities in India.
Also, as a friend I would suggest you to go for a German language course as it will help you find a part time job. A student in Germany can work 90 full days or 180 half days.

Well based on your prior background of CSE, I would say that you can opt for certifications in the domain of Networking like CCNA (Cisco Certified Network Associate), CCNP (Cisco Certified Network Professional), or you may opt for JAVA, J2EE, Digital Signal Processing, VLSI Design, Embedded Systems and Industrial Automation, etc. Even SAP or Oracle will be a great idea.
All the above would certainly enhance your knowledge and aptitude as well as get you a bright future. And with additional certifications in the kitty, one can definitely expect both good designation and salary graph as well.

In Public Sector you may join Companies like :

Since you have not mentioned the program name, I cannot give you the list of colleges. Would suggest you to revert with the course you looking for at your earliest so that I can help you with suitable institutes.
However, I would say that the fee structure varies for all the institutes. Each one is bound to follow the norms set by the governing body like AICTE, UGC, etc. And all the colleges select candidates based on their performance in different aptitude rounds that are conducted under the guidelines of the selection procedure.
I would suggest you to not to worry so much with the fee concern, rather put in your best to crack the seat in best colleges across and moreover, almost all educational hubs offer scholarships, education loans and even financial assistance to its students.

Good academic record, preferably 50% plus in graduation.
Relevant undergraduate degree form recognized university.
Plus you need to appear in various management entrance tests like: CAT, MAT,XAT etc.
