In India higher education is provided by both Government and private universities. Universities in India are recognized by the University Grants Commission (UGC). The types of universities controlled by the UGC include Central universities, State universities, Deemed universities and Private universities. In addition to these universities, other institutions are granted the permission to autonomously award degrees, and while not called university by name, act as such. They usually fall under the administrative control of the Department of Higher Education. IITs, IIMs, IIITs are example of autonomous Institutes.

As per your Bachelor degree you are not eligible in most of colleges because they require Ba-hons in economics as a eligiblity.
But as per your career aim you can think about this courses for govt job
MSW
DEVELOPMENT STUDIES
MBA-FINANCE

and you can apply to govt job according to your their requirement.

CFA is best very much compatiable for finance the fees are high even passing is difficult but if you pass then you'll get very very good position and salary
There is short term certification course like CFP that needs work experience

Universities which offered other degrees along with engineering called their engineering degree as BE (Bachelor of Engineering) and Institutes constituted for only Engineering studies named their degree as B.Tech (Bachelor of Technology). No degree, BE or B.Tech is superior to the other.

Yes you can. Mechanical Engineering students are eligible to take up such courses. If you need admission in Germany you require 80% marks and you have to masters for two years. instead you can do in UK which is one year masters.

As far as my knowledge is concern upes is an engineering and management university. the preparation for IAS can be best taken from delhi. as u have already mentioned the names, not differing with it, RAOs, CHANAKYA and there are many other good institutes to prepare IAS. wish you a successful career.

Since you already have 4 heavy subjects to study, you should opt for a light subject like physical education if you are planning to take some coaching. If not, then go for one of Computers, Economics or Engineering Drawing depending upon what you want to do after 12th.
