Yes, you are eligible to pursue UG HM course in Canada. Target a score of 6.5 on IELTS with no band less than 6.0. Some institutions have lesser IELTS requirements (6) as well.

For a 2-year course you will get a PSW of 2 years and will also be eligible for PR and a course of less than 2 years will not make you eligible for PR.
