Des in Fashion Design, Students coming from any 10+2 or graduation discipline from a recognised university, or board with a minimum aggregate of 50%, can appear for any entrance or admission process or any design course. It is good to hear that you have such a high ambition in your career. You should understand the basics of physics, chemistry, mathematics and computers that you will be learning in class 11th and 12th.
You should ensure that your marks are above 80% in class 12th board examinations. Along with these, you also need to prepare for competitive exams. Books for preparations for IIT-JEE / AIEEE are easily available in the market. It is recommended that you can join a good IIT coaching institute as well. They will help you to understand the concept better.
Then, you need to apply and appear for IIT-JEE Mains and IIT-JEE Advanced

You cannot pursue your studies in Germany with 59%. Universities in Germany require around 80 to 85%. In addition to this, you must know that Diplomas are not accepted for entry. You must enroll into a Bachelor degree and complete the first year. Either case, you are not eligible for Germany. I will suggest you check options in India itself or check for Diploma in technical courses from Australia, New Zealand, Belgium, etc.
