Well, the best universities in Massachusetts are Harvard and Massachusetts Institute of Technology. Eligibility criteria is as follows:
1) Atleast 75% and above in UG
2) Atleast 1200 GRE score(recommended score 1400+)
3) Atleast 90+ in TOEFL
4) Statement of purpose
5) Letters of Recommendations
6) Community Service/Social Service( This is not a part of the eligibility criteria but is nevertheless recommended by both the universities)

As per to the best of my knowledge I really do not see this as an issue and also think if one with a proper academic record and having to pursued graduation from a recognized university is eligible for the entrances for abroad.
Also I would like to know which course you plan to pursue and also in which country you wish to go ahead for your education.
