The top 10 universities in USA for Aeronautical Engineering are:

In order to get admission at the above mentioned universities, you would need atleast 78% and above in your BE, atleast 1400+ in the GRE and atleast 100+ in the TOEFL.
Chances of getting a scholarship depends totally on your entire application.
The factors that are involved in you getting a scholarship are:
1) Scholarship Essay: Plays a very important role in a student getting a scholarship. This essay is the medium through which you convey to the university why they should grant you a scholarship.
2) You UG score, GRE score and TOEFL score: If you are looking for 80-90% scholarship or financial aid, you need to score atleast 80% and above in your UG, atleast 1450+ in GRE and atleast 105+ in TOEFL. Only then do you stand a chance of getting 80-90% scholarship.
3) Need and Merit: Usually scholarships are awarded on the basis of merit(factors that i have mentioned above) but there are many universities that offer a need based scholarship to international students. Basically a need based scholarship is the type of scholarship granted to a student who has a family financial crisis and is in no position no fund his education. For getting this kind of scholarship, you again need strong academic credentials.

I would suggest you to try with various export and import houses, shipping companies, logistics etc. there are several private companies as well in this sector your sister can try for those. If you approach government companies you may face this problem of as in those companies give preference to employees children.

The National Educational Testing Bureau of University Grants Commission (UGC) conducts National Eligibility Test (NET) to determine eligibility for lectureship and for award of Junior Research Fellowship (JRF) for Indian nationals in order to ensure minimum standards for the entrants in the teaching profession and research. The Test is conducted in Humanities (including languages), Social Sciences, Forensic Science, Environmental Sciences, Computer Science and Applications and Electronic Science.
UGC conducts NET twice a year, i.e., in the months of June and December. The notifications announcing the June and December examinations are published in the months of March and September respectively in the weekly journal of nation-wide circulation, viz, Employment News.

There won't be many Institutes providing Diploma in accounting separately, you may look at combinations like Diploma in Finance & Accounting or Banking & Finance. Few of the Institutes which you may consider for such courses are ICAI, IIBF, IFBI, IGNOU, etc.

Hi Suresh,
Although, you have good amount of work experience but in India to get into a PhD programme you need to have a Masters degree and your CA would considered equivalent to Bachelors so in case you want to pursue a PhD in India you have to get a Masters degree.
However, you can try in foreign Universities like Universities in US which directly takes Bachelors students for their fellowship programmes. To know more about the PhD programmes abroad I would suggest you to post your query in study abroad section under the country you want to pursue your PhD from.
