Hi Arun, education is not absolutely free but available at subsidized rates. In Germany you can study for Euro 500 per semester and living expense of Euro 740 per month.
There are 2 intakes in a yearSep/Oct and MArch/April. The application and admission process takes about 9 months so youneed to plan accordingly. Thedeadline for Sep/Oct intake is in Jan and for March /Aprilintake is in July. Hence, youwill need to make an early application.

first i want to say u have nice thought process to work in that area which is growing now a days
for Mass communication u can try SIMBI, IIMC delhi , jamia millia, Indraprastha.etc
see colleges r millions n all colleges r almost same except a few thousands r more package after ur course but what matters in long run is ur goood english n awesome communcation skills.
if u can manage these 2 in proper way u can enjoy this line
