If you have done B.A. In maths or Economics, then MBA finance is good. In absence of both of these subjects, MBA finance would be very challenging. I would advice you to check out your interest areas and career aspirations & then decide what course you need to pursue.

It is not possible. You cannot get the direct admission in 3rd year of B.Com without passing 2nd year in any degree or in any course. No colleges and universities will give you admission. You should start from the 2nd year. You can get lateral admission in any college in 2nd year easily. All the best.

First of all, if you are not interested in engineering, then you should opt for the course that you love the most and are most passionate about and analyze the future work conditions, scope and growth prospects before taking admission.
You can also opt for psychometric test comprising of Aptitude, personality and career interest to clear confusion.
But, I would recommend you to complete your engineering, because you have already invested 2 years in the same, if you would give only 1 year, then it will be fine but 2 years is a huge time.

There are different fee structure of PG Chemistry in every university or college, and for seat capacity I am not sure about it.

Your rank in IPU CET will determine which college you will get at IP University. The counselling sessions that happen after the entrance exam will determine where you will get admission. The counselling happens at 2-3 stages, which I assume have already taken place, especially the first counselling.
