I am from Lucknow and I did Animation course in 2009-11 which costs me around 2.5 lacks form some other institute.
Diploma course fee lies between 3 lacks to 4 lacks in Lucknow.

Abroad is a very generic term, if you want to study abroad you must also decide which country. You must also decide where to study. Depending on these you must take tests like SAT, TOEFL, IELTS, ACT, GRE etc. You must also have good academic scores to be considered by foreign universities.

Actually, the time is over for corrections in JEE. There is only one time opportunity given to the candidates correct their details, so they must make sure that their changes are correct. If the correction due dates are over then there is no way to change the details. They provide only one chance to change the details.

IELTS is the test for English language proficiency and whoever told you it is equivalent to HSC must have fooled you or must be a big fool himself. Gaining 7 bands in IELTS is very good however you must also have good marks in your 10+2, more than 80% is recommended if you need scholarship. Please check college or university websites for scholarship information. Generally they are given on the basis of merit automatically at the time of admission so having excellent academics is very important.
