Although, it would be difficult to find EMBA in Mumbai according to the parameter suggested by you as EMBA is only given by the Universities(approved by UGC) and Institutes which are AICTE approved will always give PGDM programmes.
However, few of the good Institutes in Mumbai providing Executive programmes in Management are: S.P.Jain, Shailesh J Mehta School of Management (IIT Bombay), Aegis School of Business, Welingkar University. You can also try with Pune University and Symbiosis.
