Hi Sujan,
Vidyasagar University is a UGC approved University and does offers MCA program to those with a minimum eligibility of being a graduate in any stream with having studied maths at +2 level. The admissions to this University takes place on the basis of qualifying a West Bengal Joint Entrance Examination Board.
Although there is no clear specification mentioned over the percentage required but as per the information gathered, this will range between 55% to 60% in graduation depending on the college/ institute where in you are keen to apply for.

US is one of the finest study destination to pursue MS.
In order to pursue MS form USA, you need to have:
Good academic record, preferably 60% plus in graduation.
Relevant undergraduate degree from recognized university.
GRE score of 1200-1300 plus.
TOEFL score of 85-90 plus.
Universities in US have 2 admission in take in a year:
Fall(August) intake.
Spring(January) intake.
An average tuition fee of a US university is about US$ 30,000 per-year and average living expenses are about US$ 10,000 per-year.The tuition fee and living expenses might be more or less depending on the university and location.

well there are limited universities in canada which offers PG diploma.diplomas are mainly available in colleges. You can look for post baccalaurate diploma in Thopmson river Univerity.they have options like HR, International Business etc. do let me know if this is of your interest.

In order to become an IPS, you have to qualify for the UPSC exams. There are two stages that you need to clear CSAT exam and main exam. In order to prepare for IPS the minimum requirement is graduation from a recognized university and the age group is 21-30yrs. For your preparation I would suggest you to first join a good coaching center so that you have the relevant study material to start your preparation.
