Yes, there is a difference between B.A. Economics and Economics Honors, where the former would cover the basics of Economics; Later would give you the in-depth knowledge of Economics.
Although, the scope of a program is a very subjective term which would largely depend on your own caliber and the capacity to perform but Eco (Honors) student would definitely have an upper hand when it comes to career opportunities. Also the salary structure would vary again depending on your performance on the program and how you use the knowledge earned through the degree.
The Economics degree has a good market value especially if it is an Honors degree and as the Indian economy is growing so is the demand of professionals in the fields related to Economics such as banks, finance and investment firms, stocks, mutual funds research companies etc.

Since you are interested in IAS, I would like to say that their are two stages that you need to clear- preliminary exam and main exam. In order to prepare for IAS the minimum requirement is graduation from a recognized university and the age group is 21-30yrs. For your preparation I would suggest you to first join a good coaching center so that you have the relevant study material to start your preparation. Now lets come to the most important part that is self study which is very essential as IAS or UPSC exams are not that easy to crack and to crack the exam you really have to prioritize your time. Media is a very dynamic and challenging profession and has a lot to offer such as Journalism, Advertising, PR, Film Television, Cinematography etc.
As you are interested to pursue MBA in Media or Communication management, I would say that it is a very rare course and very few institute offer this course.
