Yes, there is a difference between B.A. Economics and Economics Honors, where the former would cover the basics of Economics; Later would give you the in-depth knowledge of Economics.
Although, the scope of a program is a very subjective term which would largely depend on your own caliber and the capacity to perform but Eco (Honors) student would definitely have an upper hand when it comes to career opportunities. Since you are interested in IAS, I would like to say that their are two stages that you need to clear- preliminary exam and main exam. In order to prepare for IAS the minimum requirement is graduation from a recognized university and the age group is 21-30yrs. For your preparation I would suggest you to first join a good coaching center so that you have the relevant study material to start your preparation. Media is a very dynamic and challenging profession and has a lot to offer such as Journalism, Advertising, PR, Film Television, Cinematography etc.
