After Diploma in computer science you may join lateral B.Tech course in which you can directly enter into the second year. Degree course will open more opportunities for you.

As for getting jobs abroad, always remember it is very competitive as you need to compete with the natives of that country first and then with remaining international candidates. However if you fulfill the eligibility criteria for a particular job then getting a job should not be a problem.
In order to get job abroad, you need to first of all find out the job opening in the area of your interest and the best source for this are newspaper and job portals.
