But the main thing is whether you have self-confidence and motivation that you can do better this time if you were not able to do so for previous 2 times. 2 chances are enough. Go for 3rd one only if you don't have financial problems and know about yourself.

I think you should go with JEE Mains rank and take admission in your state NIT with this rank. Your WBJEE rank is not enough to get you into Jadavpur University which is the best Govt. college under WBJEE.

A student can change the college in the first year only through the procedure of internal sliding.
After completing the first year its bit difficult to change college, as many colleges do not support this practice.
Changing college creates problems for the examination department, and to save themselves from this headache they do not let students change colleges after the first year.

The best way to predict a college through JEE Mains score is using shiksha college predictor. After that, just go for the counselling of that college. You may also choose a private college like BITS-Pilani, SRM, VIT, SKIT-Jaipur, Galgotias, Sharda, LPU and NIRMA.
