There are not many disadvantages of 2-years gap. Some colleges may hesitate in giving admission to such students. You'll not face any problem during placements. Companies don't ask such things.
But the main thing is whether you have self-confidence and motivation that you can do better this time if you were not able to do so for previous 2 times. 2 chances are enough. Go for 3rd one only if you don't have financial problems and know about yourself.

So this time, you will not have to face more competition & will surely get the admission in the subject of your desire.
Cut-off score for general this year will be 55.
For OBC, it is 35.5.

I think you should go with JEE Mains rank and take admission in your state NIT with this rank. Your WBJEE rank is not enough to get you into Jadavpur University which is the best Govt. college under WBJEE.

Have patience and wait for the vacancies in the NLUs, which would be coming up soon. You can easily make it to a National Law School, preferably the bottom ones, but still, the tag of NLU is much of a prestige. Good luck.
If joining other colleges are concerned, go for Amity or UPES.

You have completed your first year. So, its a bit difficult task to change the college now.
A student can change the college in the first year only through the procedure of internal sliding.
After completing the first year its bit difficult to change college, as many colleges do not support this practice.

The best way to predict a college through JEE Mains score is using shiksha college predictor. After that, just go for the counselling of that college. You may also choose a private college like BITS-Pilani, SRM, VIT, SKIT-Jaipur, Galgotias, Sharda, LPU and NIRMA.

Since you are interested in computers Stream, you can still apply for BCS or BCA. They are as good any engineering degree. After completing your Masters, you can even apply for M.Tech.
