Yes, it is necessary to speak in English for a B.Tech student. because mostly you will be getting a placement in an IT company or MNCs only. Here the medium of instruction is English and you need to know English to communicate with everyone.

Your score sounds good if you had fulfilled all the eligibility criteria for individual subjects i.e. nearly 10% in each subject then you have right to fill admission form for IIST.
From this year IIST takes admissions on the basis of JEE Mains rank if you secure a good rank in that then you will definitely see yourself in IIST.
For further information make a shortlist of that college and make opening and closing rank list category wise.

To pursue MBA in finance, neither Pune or Bangalore are great choices as compared to Mumbai. Being the financial capital, there are many banks and companies located in Mumbai, thus proving to be a heaven for Finance aspirants. So if possible, try for Mumbai based colleges. There are some good colleges in Pune like Pumba, Indira, MIT which are decent options for finance, in case you do not wish to try for Mumbai ones.
