GAP Certificate is nothing but your declaration given on Rs.100/- non-judicial stamp paper stating the reason for gap in between education.

Yes, you can do so. Since 2013, UGC has approved two degrees simultaneously, one preferably a distance education and other regular one. In your case, B.Sc from SOL and D.Ed are allowed and both will be a valid degree in same time frame.

Hello Bhanu,
Your chances are low to get a seat at Sastra University as your rank is very less. In the first round counselling, for stream 1, AIR till 2000 will be called and for stream 2, AIR till 778 will be called.
So, after that is any vacancy persists then only you may get a seat. But probably there will be no vacancies as there is a separate ranking of Tamil Nadu and the home district students. So even though their AIR is low they will get admission through home state quota.
So, you need to look for the seats available which will be updated on June 21 & 22 at www.sastra.edu

Physics Research Laboratory (PRL), Ahemadabad is the only institution related to astronomy. So, there is no question of best. It is one and only. However, if you are really interested in astronomy and astrophysics (Space Science), you may consider IIST (WB), IUCAA or IISER (Pune), IISc (Bangalore) and other such institutions. These come at the top when we talk about studies in astronomy and astrophysics.
