Hi,
Best differs with an individual and with what his/her career plans are. Before you enroll into MBA operations, try to know what MBA operations is all about. It involves design, planning and overlooking areas and processes such as supply chain management, quality control and manufacturing. Operations management graduates are commonly hired as managers or consultants. Hope it helped.

There are institutes like WABS TALK, inlingua and British council that offer English speaking courses. Other than that, please buy a book called Rapidex, read and work on it religiously for three months. Try watching some English TV series with subtitles like 'Friends'. If you know a friend who knows English well, practice talking to him and ask him to point out your mistakes.
Best of luck. I hope this helps.
