As you are a BBA graduate you definitely can get a job in HR sector. However, if you want to make a career in Human Resource, it would be better that you should go for an MBA program from a decent full time University which will not only give you a Practical Exposure but also good job opportunities.
Apart from this I will also suggest that if you are working with a govt. organization please look into all the pros and cons of leaving govt. sector. And if you can get permanent there it would be good as it gives you a secured job, if not then go ahead for MBA.

Although, SAP has huge demand in todays world of globalization and SAP consultant are really well paid but I would say that you should ponder over your own interests and career aspirations before getting into any Course. SAP basically is a technology driven program which is an interface between technology and business.
Although, there is no set prerequisite to take SAP training, generally, it is recommended that you have minimum 1-2 years of technical experience or professional qualification like B.E, B.Tech, MBA, CA or equivalent credentials.

In Netherlands Bachelor and Master programmes tuition fees for non EU- students usually are higher than for EU -members. Mostly a study year can cost between 14,000 euro - 22,000 euro (inclusive all living expenses.) according to the program. In general, tuition fees are higher for non-EU students.
