Apply for the IELTS with the new passport details. If you apply with old details, your details will not match at the time of visa which can lead to a straight away rejection. If the IELTS department does not let you apply with the new details, then apply with the old passport details and when you apply for a visa, write a letter to the visa authority with the details about the new passport and explain the whole situation to them. Also, submit a copy of the old passport along with the new passport.
