Dear Subrata, there is no provision for doing B.Tech./B.E. through distance education in india. Since2009 onwards, AICTE have allowed 2nd shift on application by the colleges so that evening classes can be held for those who are working. Part time M.Tech. and part time Ph.D. is also available where some credit course have to be done but most of the time you can be at your place. The cost of education in Germany is less as compare to US.

As you your are pursuing undergraduate course in electrical engineering, it would be always advisable to pursue MS in electrical engineering and related fields as it will add on to the knowledge of what all you have learned during graduation.
Since you are pursuing undergraduate course in electrical engineering it will not be possible for you to pursue MS in auto mobile engineering.
To pursue MS in auto mobile engineering you need to have undergraduate degree in auto mobile engineering or mechanical engineering.
