Well since you already a diploma holder in ECE, I believe higher education in the same, would let you obtain a challenging profession which would provide you with adequate career growth and good compensations packages.
AMIE is fully govt. recognized organization offering Engineering courses so I would suggest you to go for the same as it is certainly a renowned name and can get you a safe and secure career But if at all you are inclined towards the Computer Applications side, I would suggest you to go for BCA provided you take up a recognized University.
Only after a thorough discussion with peer group and family, take a right decision.

In order to get job in foreign countries, you need to first of all decide in which country you wish to work, once you are decided on this, then the next step is to find out the job opening in various companies, and the best source for this newspaper and job portals.
Both of these medium provides the information about the vacant job position and the eligibility criteria for a particular job.
If your qualification and work experience matches the eligibility criteria, than you can apply for the job.
If you are selected than the company will issue a offer/appointment letter and sponsorship letter, and on the basis of this you can apply for VISA.

To take the Public Civil Service (Judicial Branch) examination, you need to be a law graduate from a recognized university/ institute. The eligiblity is as given below:
(i) Citizen of India,
(ii) Age: Upto 38 years for ST/SC candidates and 35 years for others
For the preparation please be thorough with all the reading material and books on the above mentioned. It would also be a good idea to attempt old papers on this as well which are available off the shelf in various book stores. There are also study circles and specific coaching institutes that prepare students for these exams. it might be a good idea to seek coaching facility from one such institute near your location. if u want to enhance ur career and knowledge as well why don't u choose RHCE. cos most of the Servers r running on Linux and then u opt CCNA. Because knowing LAN then u know about WAN will give u more advantage. After that u opt Oracle DBA So that u can become System Admin or Network Admin or Security Admin or Database Admin as well.
The combination of RHCE+CCNA+DBA will be good. After completing RHCE u will feel a lot of confidence as well.
As Cyber Crime is going high Security Specialist is going to be future. For Securing Network u must have thorough knowledge of Network and for securing data u must have thorough knowledge of one Operating System for that U must choose the OS which is running in Industry like Linux, for that u can opt RHCE & RHCSS (Red Hat Certified Security Specialist) will give u ultimate mileage for ur career.
